Champion Cynthia is in the Isshu region and you have the opportunity to battle her once you have beaten the Elite Four. She has the following Pokémon at Lv.75 but one at Lv.77; Spiritomb, Milotic, Lucario, Wargle, Shiburodon and a Garchomp (Lv.77). Also, after defeating the Elite Four, Pokémon from the previous generations will be available in White Forest, such as; Pidgey, Wurmple, Rhyhorn, Gastly, Starly, and Shinx all at Lv.5.
If you're interested in buying one of the TCG "Journey Partner" promo collections, you'll get a code inside that'll allow you to obtain one of the 4th Generation Starters; Turtwig, Chimchar, or Piplup. They have different abilities.
